Notification Notice
LANDS DEPARTMENT
It is hereby notified that sealed tenders in duplicate are invited for the 24-months term contract - Lands Department Works Contract 2025 – 2027 (Contract No. 2/LANDS/25). The works include, but not limited to, repair, maintenance and demolition of (i) buildings and associated works on land reverted to the Government of the Hong Kong Special Administrative Region or vested in the Financial Secretary Incorporated and (ii) street lightings, fire services installations and other facilities in Squatter Areas under the management of Lands Department, as well as such other works of similar nature and emergency works.
2. Tenders must be sealed and clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to “the Chairman, Public Works Tender Board” and deposited in the “Public Works Tender Box” situated in Room 503, 5/F., Low Block, The Queensway Government Offices, 66 Queensway, Hong Kong, before 12:00 noon on Friday, 17 January 2025. Late tenders or tenders not deposited in the Specified Tender Box will not be accepted.
3. If Tropical Cyclone Warning Signal No. 8 or above is hoisted, or a Black Rainstorm Warning Signal or “extreme conditions after super typhoons” announced by the Government is/are in force at any time between 9:00 a.m. to 12:00 noon on 17 January 2025 (Friday), the tender closing time will be postponed to 12 noon on the first working day after the Tropical Cyclone Warning Signal No. 8 is lowered, or the Black Rainstorm Warning Signal or the “extreme conditions after super typhoons” announced by the Government has/have ceased to be in force. In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon on 17 January 2025 (Friday), the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. The above announcements will be made via press releases on the website of Information Services Department (http://www.info.gov.hk/gia/general/today.htm).
4. Tender documents including the forms of tenders are obtainable from the Estate Management Section, Lands Department, 22/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong by contacting in advance Mr. LAU Chi-leong, Leon (Survey Officer (B)1) at telephone number 2231 3259 or Mr. KWAN Yu-kit, Patrick (Building Surveyor / Property Management) at telephone number 2231 3019, or by sending a request to bspm@landsd.gov.hk with the tenderer’s contact telephone number indicated in the email.
5. Selective tendering is adopted. Contractors who meet all of the following requirements are invited to tender:
-
- be a Group A or Group B Contractor under Buildings Category in the List of Approved Contractors for Public Works and a Registered Building Contractor under the Buildings Ordinance (Cap. 123);
- be able to demonstrate the ability in entering a written sub-contract with a contractor who is a Registered Specialist Contractor in the category of Site Formation Works under the Buildings Ordinance (Cap. 123) and at the same time is enlisted on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the Landslip Preventive / Remedial Works to Slopes / Retaining Wall Category;
- be able to demonstrate the ability in entering a written sub-contract with a contractor who is a Registered Specialist Contractor in the category of Demolition works under the Buildings Ordinance (Cap. 123); and
- be able to demonstrate the ability in entering a written sub-contract with a contractor who is a Class 2 Registered Fire Services Installation Contractor under the Fire Service (Installation Contractors) Regulations (Cap. 95A) .
- The requirements for item (b), (c) or (d) above will be considered met by the Tenderer if the Tenderer possesses the same qualifications stipulated therein. Contractors will be liable to have their names removed from the List of Approved Contractors for Public Works if they fail or refuse to implement an accepted tender.
6. A pre-tender submission meeting will be held before the tender closing date. Please refer to tender documents for details.
7. The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or where assessment of tenders is based on formula approach, the tender with the highest overall score. The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
