Rates of Common Types of Ex-gratia Allowances for Eligible Occupiers Affected by Land Resumption and Government Development Clearance Exercises

When land is required to be resumed and cleared for government developments, the Government, apart from offering rehousing arrangements on an ex-gratia basis to residents affected by clearance according to their eligibility, will also provide administrative ex-gratia allowances (EGAs) to eligible occupiers to facilitate their removal. Four common types of EGAs offered to eligible occupiers are as follows:

  1. EGA for Permitted Occupiers of Licenced Structures and Surveyed Squatters affected by Clearance (EGAPO)
  2. Domestic Removal Allowance (DRA)
  3. EGA for Shops, Workshops, Godowns, Slipways, Schools, Churches and Ornamental Fish Breeding Undertakings
  4. EGA for open-air/outdoor business undertakings

The Finance Committee of the Legislative Council approved in July 2018 and May 2022 respective arrangements to enhance the EGAs mentioned above. The eligibility criteria for these four EGAs are available for browsing on the Lands Department’s webpage, together with an introduction video (Chinese version only) and an information pamphlet.

The prevailing rates of the above EGAs are consolidated in the attached table. The rate payable is based on either (a) the date of posting a resumption notice for that project if resumption of private land is involved or (b) the date of six months before the first scheduled clearance date for that project if only government land is involved.
